Frameworks used in Kyoto
Kyoto operates mainly under 簡易宿所 (a year-round Hotel Business Act permit) and minpaku under the Housing Accommodation Business Act (notification-based, 180 nights/year). It does not run 特区民泊. For the basics of each framework, see theguide.
Kyoto’s front-desk / emergency-response requirement
Source-checkedOwner-absent and small-scale facilities (簡易宿所 / 住宅宿泊事業) must, in all cases, be able to reach the property within ~10 minutes (800m walking distance). Within that range, you meet it in one of two ways:
- ・Set up an off-site reception desk within that range that also continuously monitors entries/exits, or
- ・Station a responder within that range.

How to meet it
- ›Off-site reception desk — Run a reception point away from the property for ID checks, key handover and entry monitoring.
- ›Emergency response (駆けつけ) — Keep a responder able to reach the property within ~10 min / 800m.
- ›Delegation to a registered manager — Owner-absent minpaku generally requires delegation to a registered 住宅宿泊管理業者.

What does “within ~10 minutes / 800m” mean?
A Kyoto City requirement: a responder must be stationed where they can reach the property within roughly 10 minutes and within 800m walking distance. It applies to 簡易宿所 (small facilities) and owner-absent 住宅宿泊事業 (minpaku).
What if I can’t cover reception / emergency response myself?
