Guide to off-site reception (玄関帳場), emergency response (駆けつけ) & lodging management

How 旅館業 (簡易宿所), 特区民泊, and the Housing Accommodation Business Act (minpaku) differ — and how off-site reception / emergency-response requirements work and where to find a provider.

The three operating frameworks

The frameworks most relevant to minpaku and small lodgings — what kakenavi covers — are mainly these three. Whether an off-site reception desk / emergency-response arrangement is needed, and to what standard, depends on the framework and the municipality.

旅館業 簡易宿所

A permit under the Hotel Business Act. Year-round operation. Whether a front desk (玄関帳場) is required depends on the municipality's ordinance; where it is, an off-site desk + responder arrangement may be allowed under set conditions.

特区民泊

Certified per facility within a National Strategic Special Zone, with a minimum-stay condition — available only in municipalities that run 特区民泊 (e.g. Ōta, Osaka City).

Housing Accommodation Business Act

Notification-based (M-number). Capped at 180 nights/year. Owner-absent cases (Art. 11) generally require delegation to a registered 住宅宿泊管理業者 (except e.g. where the notifier is itself a registered manager).

Off-site reception & emergency response

For owner-absent minpaku and small 簡易宿所, instead of a staffed on-site desk you may be allowed to handle identity checks and key handover at an off-site reception desk, as long as a responder can reach the property quickly in an emergency.

The arrival time/distance standard varies by municipality (public health centre). We show a source and verification date only where confirmed, and label the rest “Unverified.” Always check the current figure against the official source.

License & registration numbers

The 住宅宿泊管理業者 registration number (国土交通大臣(NN)第○号 — the number may include letters) belongs to the management business (account-level). The M-number (届出), 旅館業 permit, and 特区 certification numbers belong to each facility (per location). The listing form keeps them separate accordingly.

Who can use kakenavi

  • Operators: find off-site-reception / emergency-response / management providers by area and framework.
  • Providers: list your coverage, services and locations for free.
  • Individuals: people who offer emergency response only for minpaku can list too (type “Individual”, service “Emergency response only”). An emergency-response-only service is not a substitute for the management delegation that owner-absent operation requires.

What is an off-site reception desk (施設外玄関帳場)?

A reception point located away from the property. For owner-absent minpaku and small 簡易宿所, an off-site desk can handle identity checks and key handover in place of an on-site front desk, provided a responder can reach the property quickly in an emergency. Whether this is allowed, and the exact conditions, vary by municipality.

Is the “within N minutes” response rule the same nationwide?

Can an individual (not a company) list as an emergency-response provider?

Yes. Not only companies — individuals who provide emergency response (駆けつけ) only, for minpaku, can request a listing too. Choose “Individual” for type and “Emergency response only” under services. Note: an individual emergency-response-only service is not, by itself, a substitute for the management delegation that owner-absent operation requires — confirm the roles and contract structure yourself.

Is listing free? Is there a review?

Listing is free. Each request is reviewed before it goes live (it shows as “pending review” until then).
